This document describes how you can create proposals in Google Ad Manager for cohorts connected in your Permutive project and how you can make them available to advertisers.
Overview
Permutive takes a cohort approach for audience targeting which means Cohort IDs are attached to the bid request. This allows for better protection of publisher data, user privacy and enables targeting for the anonymous web. In order to make these cohort IDs targetable to the buy-side, we need to map them to a deal ID.
Finding your targeting key
Any Cohort which is targeted in your environment will have its unique ID. This targeting value gets passed into Google Ad Manager as a key value and then gets mapped to a deal ID. In order to create the deal, you will first need to find the respective targeting value.
Define Targeting Key
When you enable the Google Ad Manager Integration the 'permutive' key would get defined at that stage. The same key is used for custom cohort targeting so the 'permutive' targeting key should already be defined.
Define Targeting Value
If your 'Permutive' targeting key is defined as "Dynamic" you do not need to add targeting values.
If it's set as "Predefined" you will need to add a new value or change it to "Dynamic".
In your GAM account:
1. Navigate to the Inventory tab
2. Select Key Values
3. Search for the ‘permutive’ targeting key
4. Under Value Tab Select "Dynamic" and hit 'Save'.
Creating A Proposal
In your GAM account:
- Click Sales and then Proposals

Enter the name of the Proposal. Give it a descriptive name including Permutive, the advertiser, the brand and the agency.
- Example: Permutive - {Agency Name} - {Advertiser Name} - {Brand Name}
- Select Buyer - Refer to the campaign brief for buyer details.
- Select Currency - Refer to the campaign brief for details.
Creating Proposal/Deal Line Item
- Click add Proposal Line Item
- Select Display or Video or Audio (depending on the campaign brief)
Creating Display Line Item

- Click add Proposal Line Item
- Select standard and then select Display ad
- Name: We recommend the following structure for the deal line item name "Permutive - {Agency Name} - {Advertiser Name} - {Cohort Name}".
- Line item type: Preferred Deal. The inventory type should be pre-selected as Display.
- Expected creatives: Select sizes based on the campaign brief.
- Additional settings: Leave blank.
- Delivery settings: Enter start & end dates and times based on the campaign brief.
- Rate: CPM rate based on campaign brief. Up to your discretion.
- Ad Targeting:

- Inventory - Select inventory based on the brief.
- Custom targeting - [Insert key value targeting instructions]
- Geographies - Select based on the brief.
- All over measures should be left the same.

Click Save.
Creating Video Line Item

- Select Video or Audio ad
- The ad type should have defaulted To Video or Audio
- Name - We recommend the following structure for the deal line item name "Permutive - {Agency Name} - {Advertiser Name} - {Cohort Name}".
- Line Item Type: Preferred deal.
- Inventory type: Select based on the campaign brief. Either in-stream video and audio, mobile in-app out-stream video, display out-stream video
- Expected creatives: Select Advertiser provided
- Creative size: Refer to the brief for this information. If there are multiple sizes in the brief, please add multiple creative sizes.
- Additional settings: Leave blank.

Delivery settings:
- Dates - Enter start and end dates based on the campaign brief.
- Estimated quantity - This value does not affect ad serving. It is primarily used to monitor and troubleshoot delivery for preferred deals.
- Rate - Based on the campaign brief.
- All other fields can be left blank

Ad targeting:
- Video content - All video content
- Video position - All video position
- Inventory - Run of network
- Customised targeting - Search and select targeting value for the cohort you are creating a deal for. The targeting value can be found in your Advertiser connection. Once selecting the targeting value, the customised targeting section should look like this:

- Geography - All geographies
- Mobile application - All mobile applications
- Device category - All device categories
- Leave all other sections as the default option.

Click ‘Save’.
Invite the buyer to accept Proposal
- Click ‘Request Acceptance’
Share Deal ID
Once you created the deal in GAM, please navigate to the Permutive connections tab:
- Click on the Advertiser connection.
- Find the Cohort and click on the 'Create' button.
- Click on the drop down menu under SSP and select AdX
- Enter the Proposal Name, Line Item ID and Floor Price.
- Click' Save'.
Note: If the Advertiser has multiple cohorts, separate line items will need to be created for each cohort.
