A. Yes. When the cohort is created it can include users who exhibited that behavior in the past, as long as Permutive was on the page and the event/property was being collected.

All SDKs store historical events in their local cache. It requires users to return to the site after the cohort has been built, however, these users do not have to repeat previous behavior to be segmented into the cohort.
