There are two main purposes for creating segments in Permutive. Segments for analytics and segments for targeting.

When creating segments for targeting, they do not need to be saved until needed for a campaign. These segments should be built during an RFP to retrieve an accurate user count but should only be saved and sent into DFP when a campaign begins. This will reduce unnecessary events being processed for your project.

Examples of segments for targeting include sponsored content and segments needed for RFPs.
